Again this was just another reason why I didn't like a lot of 4th gen evolutions because they became less appealing competitively and they're looks were unappealing to me to begin with. Rare? But if you apply it to pokemon definitions legendary is like the super rare pokemon that like Satoshi/Ash only see's sometimes.

They're legendary if you consider Suicune, Entei, and Raikou legendary, since they follow the same exact patterns.
