EU3, as Netherlands vs Revolutionary France and its never ending supply of soldiers that are generated out of nowhere just outside your field of view to disguise the fact that the AI is cheating.
For some context, each unit consists of 1000 soldiers, and takes about 40~100 days to make just one infantry, twice as long for cavalry, and twice as long as that for artillery. A day goes by every few seconds, and you can only make as many units as you have manpower, plus your income gets diverted to their upkeep. So when I end up crushing a 50k strong French army, and see only a few small remaining units that are being defeated by my allies, I think I'm in the clear. Then suddenly, a 75k strong army appears out of nowhere, has a strong general, and has battle experience (what?). After barely defeating those a minute later, suddenly my allies are being attacked by 100k strong armies, also with good generals and battle experience! It gets so ridiculous that they end up having more soldiers than they have people and manpower. I couldn't even put them down with cheats of my own.
