And it seems as though his invasion/distraction of Embellia and Verlaine was independent from Gulcasa's efforts. You know, if Gulcasa had known that Nessiah made the Ankhs, he'd probably just have asked for one of his own instead of sending Leon and Russell down to steal Roswell and Rosary's. And I doubt that Nessiah would ever have blown his cover by revealing that he's an artificer with that level of skill.
