ROM stands for Read Only Memory.
It is the type of memory that Cartridge-based games are stored in (and, in technicallity, disc based games, but discs allow for file systems). When someone is "ROMing" a game, or playing a "ROM," that means they are playing a copy of the cartridge's memory placed in file, on an emulator.
