He does make sure the one holding the Gran Centurio kills as many beings as possible. He wouldn't have created the mess with the Undines if he didn't thought Yggdra would go seek their help. Same with the Ankhs.
And people can be stupid for believing him. He told the Undines that human blood could create an immortality potion or something like that. So, what would people do if they heard from a wandering magician that twins would bring disaster to the kingdom?
