I would say either Ladie (could have lv.3 spear overskills) or Soala (book lv.3 overskills). Rebecca could have lv.3 claw overskills, but that would be pointless.

Soala>Cierra

Rebecca>Serene (judging by the looks)

What do you mean by judging by the looks?
Serene is the best!

No, because Rebecca doesn't have that stupid hat, and she's showing off her shoulders.

Rebecca has better clothes, a better haircut (although the colors are a bit stupid...) and better wings than Serene. Serene is the worst-looking playable girl.

The one thing she does have going for her is that giant scythe.
Looks even cooler when you first meet her in chapter 2.

But Sola seems just a bit more believable as a young witch, i.e. forgetting parts of spells and such and would be annoying from time to time would be kinda funny.

Ladie. Having another spear user would be useful.

Ladie actually looks capable of battle, but you never know. Just look at Lina's Level 3 attacks.

Ladie, because I love the idea of lv. 3 Over skills with spears. Soala and Rebecca would work too, though.

actually, Mursya would work too, but it would have to be instead of Rebecca, because it would be pointless to have two people who specialize in claws. (I'm going on the assumption that Mursya would use claws)

If Meute where to fight, I imagine her with spears, as she gives you the Ice Javelin, and Undines use spears anyway, right?

It seems Undines in most RPGs use spears, but the Tales of Phantasia Undine uses a sword. I don't remember the Tales of Symphonia Undine though...

Undine always uses a sword in the "Tales of" series.

Just like Odin is always on horseback in FF.
