They're just there to sort of represent your "rank" based on your post count.
Here's a list of the ranks and what comes with them. ~~~  |

I wouldn't think of pip counts as ranks, since generally all of the high-posters are either jerks or nuisances. I'm not excluding myself from that stereotyping, either.
