Not true at all. They display the max possible HP for all characters in the instruction booklet of RiviGBA--I believe it's 5000, although I can't say for sure as I don't have it on me.
In every single playthrough I've ever done except my first, I've always had all the characters over 1000 HP. Maybe you guys just aren't teaching them enough overskills. ~~~ |

Yep, for me every characters that I have reached 1500 and above HP but 2000 to 5000? I don't think so..... Maybe you can if you can get ALL the usable stuffs with skills and teach the team mates about it.
