I'm looking for a tool that will:

Automatically fill out a web form for me.
Submit the form only once.
Submit the form at a time I specify and with values I specify.

Also, the form I am trying to fill does not have a CAPTCHA.

Does such a tool exist?

CAPTCHA - Completely Automated Public Turing Test to Tell Computers and Humans Apart. (What a horrible acronym - they didn't even use half the letters!)

Well, try the google toolbar,they have a button called the autofill button. Just fill the information you want in the autofill ONCE and it will autofill forms for you.
