No, it is NOT another Microsoft project. Microsoft probably hates CSS, as it means conforming to standards that make all web pages work the same way in every browser.

Well, considering CSS is going to be a STANDARD FOR X/HTML RENDERING, I'd say that it's a fairly large group, and that they're taking their time so they don't fuck up something that EVERY web browser will eventually use.
