Tiers exist, but at certain points, mesh. Hell, Scyther can take on Kyogre and win with Aerial Ace if it has a Focus Sash and manages to set up Swords Dance twice if the Kyogre uses Calm Mind on the first turn.(Yes Rai, it was THAT Kyogre)
The 600 Club is an obvious example of meshing tiers. Garchomp and TTar pretty much rule it and take on "ubers" with a decent probablity of winning. ~~~ Yar har ho.

I think it's basically any Pokemon who have a total base stat value of 600 or more. You find that by finding the base value for each stat and adding them all together.
