Is it really easier to develop for XB360?
Microsoft has a product called XNA Game Studio. XNA Game Studio itself is free, and it costs $100/yr to develop for XB360 (nothing for Windows).
With regard to creating games for XB360, supposedly "anyone can do it" but we all know this is not quite correct. Still, anyone can get the necessary tools for free.
Does Sony have such a product? They might actually have one. What's clear though, is they don't advertise as much for it. Developers seem to be complaining about PS3 development hassles more than XB360, but I cannot really prove that. Maybe you could with a developer survey, but I don't think one exists.
