Because console shooters are typically less complex, have a worse control scheme, and WHAT THE FUCK HOW IS COD4 BETTER ON XBOX THAN PC. YOU DON'T HAVE TO PAY FOR ONLINE FOR THE PC VERSION.
I also don't know where you're coming from on "some of the best", as every good shooter ever made is on the PC, and half the time was ORIGINALLY on the PC. Well, aside from Timesplitters and maybe Goldeneye. And anyway, with console versions you miss out on the entire modding community.
