I put two versions in one option because there isn´t a difference between Red and Blue or Gold and Silver (...) except the pokémon you can catch.

When you get to those levels, Rai, ten or so really stops making a huge difference. And the important part was that in Silver you get Lugia low, Ho-Oh high, and in Gold you get Ho-Oh low, Lugia high.
