Marietta's staff.
Bad example. Her A.Shield prevents the effects of all skills used against her so both Steal and Item Break are useless in this situation.

I'd really like to debate you on the LUK, but I don't know the Fencer's level twenty LUK, out of all the classes, he's the only one I don't have. :/ Anyways, I believe you're forgetting BF33 and BF34.
Hmm, well, what's Milanor's LUK then? I definitely remember BF33, that has like one of the best BGM stage music in the entire game. If I recall, both battlefields only allow you to use Yggdra so obviously you can't use Milanor there to steal, sadly. However...if one was able to get Yggdra's LUK high enough, then getting the items would be guranteed.

YOU FORGET THE MORALE DAMAGE CALCULATION FORMULA; the Assassin has HORRIBLE level twenty ATK. Only 22. That's really bad. The Hunter does a little better, with 36, but the latter is still up to a 20% reduction in damage, the former up to 40%. Also, 22 and 36 ATK really isn't "ridiculously powerful."
I thought the morale damage calculation didn't involve ATK. From what I know it's based on the TEC of the winner minus the GEN of the loser, the amount of soldiers left, any terrain bonuses, if the head is alive, and any other additional conditions such as a critical or certain skills used.
Yes, their base ATK is pretty bad, but stat bonuses from MVPs can definitely turn the tides in their favour. Of course, that can be said for any unit but it applies especially to the Hunter / Assassin because the opponent can't counter their initial attack which puts them in the best position. And yes, I'm well aware that it can be the same for the opponent but that's what card skills are used for, to turn the tides of the battle in your favour.
