Let's see...someone in the Atlus staff got a smashing idea, and the whole staff approved it and began developing the "extra" chapter. Or...that extra chapter already existed, but wasn't added in the Japanese version, when they found out about it, decided to add it to the English version. ...just theories and speculation.
