Like, put a box in the skins/themes page underneath the pre-made skins/themes, where a user can input their own CSS to use. Also, for those not familiar with doing things from scratch, there could be an option to import a pre-made theme's CSS into the box for edtting.

Oh, and to add on to that, maybe users can import other suers custom themes too?
