People refer to boats as "she." Does that make them female?
Ursula and Seth don't have actual physical forms. As Hector said, Ursula is a spirit left from the Ragnarok. I can't think of a better way to say this, but Seth is basically the north when Ursula is the south.

Spirit or not, they live...and spirits need a form, and that form will either be male or female. Seth and Ursula happened to have settled a female...they could've changed into guys immedialy if they wanted too.
But imagine...if Ursula was a male throught out the story...*shivers*

Molo has a good point though. Though I would have to say they are genderless.
Another game that I can think of with spirits taking specific forms are the summons in ToS. And they talk about how in the game the true gender of the summons is unknown.
The definition of a gender are the sexual organs. Just because something takes the general shape of a woman, doesn't mean it has the sexual organs, and because of that, Seth/Ursula/Seth-Rah doesn't have a gender.
